California Assembly clears dozens of bills on wide-ranging agenda; several major measures pass

The California State Assembly met in Sacramento and took final votes on a large bundle of bills spanning housing, public safety, health care and agriculture, passing the majority of measures by broad margins.

Among measures acted on, Assemblymembers recorded passage and concurrence votes on bills including ACR 21 (memorial highway for a fallen Galt police officer), AB 420 (public utilities), AB 59 (reclamation districts), AB 87 (housing), AB 238 (wildfire relief), AB 391 (mobilehome residency law electronic delivery), AB 482 (agriculture updates), AB 571 (CEQA exemption for a veterans cemetery), and SB 40 (Insulin Affordability Act). The clerk read roll-call tallies at the lectern after debate on each item; many bills were reported with unanimous or near-unanimous tallies such as Ayes 55–59 and numerous measures adopted without recorded opposition.

The session included both noncontroversial concurrence votes and longer debates on selected bills. Assemblymember Quirk-Silva’s AB 571 — a CEQA exemption to streamline permitting for a Southern California veterans cemetery — drew several supportive floor remarks from colleagues who characterized the bill as bipartisan and urgent. Assemblymember Ransom presented SB 499 on behalf of Senator Stern; that item prompted a clearer divide of views on the floor (see separate coverage).

Also notable was the passage of SB 40, the Insulin Affordability Act, which the floor sponsor described as capping co-payments at $35 for a 30-day supply and removing step-therapy barriers for insulin access; the clerk reported the measure passed by recorded vote.

The Assembly finished its business with an adjournment in memory of Rick Bryson of Long Beach, whose career in business and philanthropy was recounted by Assemblymember Lowenthal. The House adjourned and scheduled the next floor session for Thursday, Sept. 4 at 10 a.m.

The clerk recorded many additional pass-and-retain votes across the daily and third-reading files; this session largely focused on concurrence actions and floor concurrence of Senate amendments.

What’s next: Several bills that passed the Assembly will head to the governor for signature or further action where required; the Assembly returns Sept. 4 for its next floor day.
