Assembly backs bill to set AI 'guardrails' for community colleges

The California Assembly on Aug. 20 approved SB 241, a measure authors say will set boundaries for the integration of artificial intelligence tools in community college classrooms and campuses.
Assemblymember Fong presented the bill on behalf of Senator Sabrina Cervantes, telling colleagues that AI is a rapidly developing resource but that its use in higher education has outpaced adequate safeguards. "While certainly room for artificial intelligence to contribute to our community college classrooms, human faculty are still necessary and best suited to teach human students," Fong said, urging colleagues to support amendments that clarify roles and qualifications for librarians, counselors and student services personnel.
Under the bill, the Legislature would explicitly require that certain positions—librarians, counselors, student personnel workers, supervisors and administrators—be held by individuals who meet the minimum qualifications established by the Board of Governors of the California Community Colleges. Sponsors said the change ensures institutions can adopt technology without displacing instructional staff or lowering professional standards.
Debate on the floor was limited; the clerk recorded the roll call as ayes 62, noes 1. The measure passed and will proceed per the legislative process.
