Board reviews vendor-pool report and housing plan options as $183M in vendor contracts were recorded

County staff presented an annual vendor-pool report and a forward-looking housing strategy on March 11, telling the Board of Supervisors the vendor-pool mechanism has supported dozens of contracts totaling about $183 million for services during the reported fiscal year.
"Through the fiscal year 22–23, we have about 43 contracts awarded, and allocated about $183,000,000 through that process," staff reported during the vendor-pool discussion. Staff said the vendor pool will be reopened and a new RFP is planned in coming months to expand opportunities and reflect lessons learned.
The Community Development Agency outlined a 10-year housing funding strategy and immediate priorities focused on interim housing and extremely low-income households. The agency said it will present options to the health committee and then return to the full board for adoption and potential funding recommendations.
Supervisors asked about integrating new funding streams such as CalAIM and Proposition 1 and about earlier Measure W litigation. County counsel said Measure W funds are temporarily unavailable pending appellate proceedings; counsel noted a petition deadline for the next appellate step and provided an updated schedule to supervisors.
A separate procurement question led Supervisor Miley to ask the board to continue item 49 for one meeting so staff could investigate a large discrepancy between two bids; GSA Director Kimberly Gassaway agreed to follow up. The board continued item 49 at the supervisor’s request.
Next steps: staff will return with RFP planning and vendor-pool reopening timelines and will provide follow-up information on vendor-pool attachment details as requested by supervisors.
