Alameda County approves up to $315,000 for Raising Leaders and a $3.9 million Hayward USD contract

Alameda County supervisors voted unanimously March 25 to support the Raising Leaders workforce program and to approve a $3,900,000 agreement with Hayward Unified School District to deliver the program from September 2025 through August 2027.
The board approved using Vision 2026 funds of up to $315,000 to support Raising Leaders in the coming fiscal year and adopted a resolution to waive competitive procurement for the Hayward USD contract. County staff read those recommendations into the record before public testimony.
Program director Davida Scott, joined by student participants and community partners, described outcomes the program has delivered: workshop completions, internship placements and long-term hires across county departments and union worksites. "We are going to be employing a 145 students a year," Scott said, listing placements with the fire department, libraries, probation and other county worksites.
Supervisors praised the program’s partnerships — including probation, local unions and school districts — and noted its role connecting youth to career pathways. Brian McGee, a West Oakland educator, told the board the program had helped feed and place local students and praised Davida Scott’s outreach.
The clerk recorded a unanimous roll-call vote in favor of the two items. The board recessed to closed session after the vote.
