The sheriff’s office recommended opening a public hearing and adopting a fee schedule modification effective 30 days after passage. The board opened the public hearing; no members of the public spoke on the item. Supervisor Miley (Public Protection Committee) described committee-level concerns about decentralization of the permit process and emphasized the importance of psychological testing and background checks in unincorporated areas and Oakland.
The board moved and seconded to waive the full first reading and introduce the ordinance. The clerk called the roll; Supervisors Tam, Miley, Fortunato Bass and President Halbert voted aye; Supervisor Marquez was excused. The clerk later read the ordinance title again before final adoption as part of closing business. The ordinance passed by recorded vote.
County staff said the change responds to a combination of legal changes and an increased volume of applications; the new fee schedule is intended to align county processing with the revised service model. The ordinance takes effect 30 days after passage unless otherwise noted in the final text.
