LESC briefing: Congressional K–12 proposals create uncertainty for New Mexico districts

"The house version would cut Title I by 20% next fiscal year," Daniel, LFC public school finance lead, told commissioners, adding that the House plan would eliminate Title II and Title III funding as proposed by the administration. He said the Senate proposal was largely status quo.
LFC staff emphasized that neither chamber’s bill is likely to reach final passage and that Congress typically passes continuing resolutions. Still, the uncertainty prompted some districts to hesitate about long-term reliance on federal programs, particularly Title III funding for English learners.
The LFC will monitor appropriations activity and collaborate with legislative staff and the executive branch should food-assistance or child nutrition issues arise in a forthcoming special session. The update also noted the possibility of continuing resolutions or a federal funding gap, both of which would affect district planning timelines.
Commissioners thanked LFC staff for the near-daily federal funding tracking and said they would factor the uncertainty into oversight and budgeting conversations at the state level.
