Oakley council adopts state-mandated data privacy resolution, names CAO and records officer

City attorney Lisa Baskin told the council that the Government Data Privacy Act requires every governmental entity to initiate a data-privacy program by Dec. 31, 2025. She said the resolution on the agenda begins the program, includes an internal progress-report exhibit (protected from public posting) and requires the city to post a public data-privacy notice on its website. "The data privacy program is a ... mandated program set by the state legislature with a deadline of 12/31/2025," she said on the record.
Amy confirmed she is listed as both the chief administrative officer and records officer in the resolution; Lisa told the council that is appropriate given her role as recorder and familiarity with records and social-media considerations. Councilmember 10 moved to pass resolution 2025-10, it was seconded and approved by voice vote. Staff said the signed resolution and the data-privacy notice will be published on the city's website after approval.
