Planning commission recommends annexation of 2102 South Midland Boulevard to allow townhouse development

The Nampa Planning and Zoning Commission on Jan. 26 recommended annexation and RD zoning for a 1.66-acre parcel at 2102 South Midland Boulevard, a step the applicant says is needed to split the property and pursue townhome development.
Jennifer Reynolds, the applicant, told the commission her parcel currently sits in Canyon County and is surrounded by Nampa. "I am petitioning the committee today for annexation into the city," Reynolds said, adding she has discussed rerouting and burying the canal with the irrigation district and that final unit counts will depend on future platting.
Damian Snodgrass, Associate Planner, presented the staff report and concluded the annexation would conform to the Nampa comprehensive plan’s medium density residential designation. Snodgrass said the lot contains about 1.66 acres gross and roughly 1.53 acres of buildable land after required right-of-way, and that a density calculation under the plan would allow up to 12 dwelling units before other site constraints are applied. He recommended conditions including abandonment of any on-site wells, annexation into the Nampa Municipal Irrigation District, demolition permits for the existing structure, frontage improvements along South Midland at the time of development, coordination with the city engineering division on traffic requirements, and a development agreement addressing right-of-way dedication.
Neighbors who testified during the public hearing urged lower density and expressed safety concerns at nearby intersections. "This proposal ... is a little unbalanced with the neighborhood that exists," said resident Jill Hallows, who described traffic and safety problems near the Greenhearst/Midland intersection and said she could support duplexes but not fourplexes.
Commissioners discussed notice and the proper zoning category (staff confirmed RD had been advertised and is the only zone that would permit fourplex-style townhomes). Commissioner Kirkman moved to recommend approval with the recommended conditions; Commissioner Kehoe seconded and a voice vote carried the motion. The annexation recommendation will move forward to City Council; a preliminary plat will return to the commission later for review of lot layout, parking and other development details.
