Committee members reviewed details of a proposed limited-purpose trust intended to receive donations to support Sister Cities activities and agreed to move the item to the trustees on March 19 for consideration.
According to the committee discussion, the trust—if approved by the trustees—would allow the committee to vote on expenditures consistent with the trust's stated purposes; the city manager would then report approved expenditures to the city council, and council approval would be required to finalize spending on items that use city channels.
Members said the trust is expected to be modest in scale and intended to fund receptions, guest visits and small program expenses, not to underwrite routine taxpayer-funded travel. S5 noted that Mary Carey had signaled interest in being the committee’s first donor. Committee participants also discussed concerns about accepting funds from foreign sources and noted they would be cautious about the provenance of donations.
Separately, the committee reviewed a proposed travel program for April 2026 outlined by a member who is coordinating with a travel company. The plan would take participants from Edinburgh through York and Chester to London, include an added Portsmouth visit, and run about 10 days. The committee discussed a chamber transaction fee tied to registrations: the travel package yields about $200 per registered person, and the coordinator requested that half of that fee ($100 per registrant) be donated to the committee trust when possible. The coordinator said for every 15 sign-ups the tour operator provides one complimentary spot.
Committee members asked for final pricing and dates before formal promotion. No funding commitments were authorized at the meeting; members agreed to follow up with trustees and report back to the committee.
