Panel clears bill allowing local governments to handle noncriminal derelict-vessel paperwork

Representative Andrade told the committee that HB 1103 responds to coastal counties’ frustration with delays in derelict-vessel enforcement by allowing local governments (if they so choose) to perform noncriminal paperwork aspects of enforcement and permitting in coordination with the Fish and Wildlife Conservation Commission (FWC).
An amendment corrected a typographical error in the bill title that mistakenly referenced "migrant vessels;" Andrade explained the typo and said the bill has nothing to do with migrant vessels. County officials, including Chip Kirsenfeld, deputy county administrator of Escambia County, testified in support, saying the bill would help speed removal of derelict vessels and improve safety and environmental conditions. The Florida Association of Counties waived in support.
The committee adopted the amendment, heard supporting testimony, and voted to report HB 1103 favorably with committee substitute. The meeting then adjourned without further business.
