Planning commission approves downtown plaza with restrooms and plaza amenities; concrete color condition retained

SPRINGDALE, Nov. 20, 2024 — The Springdale Planning Commission approved a design-development review for a town-led downtown plaza at 680 Zion Park Boulevard that will add public restrooms, amphitheater seating, water fountains and other pedestrian amenities in the downtown core.
Kendra Kendall, the staff contact (recorded elsewhere in the packet as "Kendall Sayers"), said the plaza project originated from the town’s 2022 streetscape improvement master plan, underwent public outreach and council approval of a concept design, and is now seeking DDR approval to move to design-build. Kendall told commissioners the plaza itself is not proposed to include stand-alone outdoor lighting, except for a possible recessed fixture over the restroom entrance, and that restroom heating would be internal radiant heat with no external condensers to screen.
Commissioners asked about grading and found contours and minimal grading shown in the site plan; staff said the amphitheater will step about 20 inches between tiers and about 2.5 feet from the bottom to the top step. A commissioner suggested moving the water fountains to a more visible location at the front of the restroom building; staff said the plumbing-chase location and fountain placement had been discussed extensively by the streetscape committee and that the suggestion is noted.
The commission’s motion to approve the DDR included a condition specifying concrete color: "David color number 5084, harvest gold, 2% (2 pound color per 100 pounds of concrete)." Staff said the condition allows an alternative color if the town approves it. The motion passed unanimously with commissioners Jennifer McCullough, Terry Kruschke, Chair Tom Keniston, Paul Zimmerman and Melissa Laborde recorded voting yes.
Commissioners praised the plan as adding sorely needed downtown amenities — restrooms, water and shade — and noted alignment with the general plan’s public-use goals. The applicant is the Town of Springdale; staff will proceed with standard permit and construction coordination.
