Planning commission approves Driftwood Lodge relocation to reduce flood risk, removes wood-siding requirement

SPRINGDALE, Nov. 20, 2024 — The Springdale Planning Commission unanimously approved a revision to the Driftwood Lodge design development review that relocates a proposed 10-unit lodging building away from a wash to reduce potential flood risk and changes the structure from a terraced, multi-level building to a single-level design.
The approval came during a public hearing and deliberation at the Canyon Community Center. Kendra Kendall, the staff contact for the item, said the applicant wants to move the building “further away from the anticipated flood hazard zone” in light of forthcoming updates to FEMA’s flood hazard maps. Kendall said all other elements of the original approval — size, floor plan, parking, lighting and landscaping — remain unchanged.
The commission also considered and removed a prior condition that had required natural wood siding rather than cementitious siding (commonly called "hardy board" in the packet). Contractor Tony Brooksby, representing owner Hans Dunsinger, said the owner’s past buildings used natural wood and that "he's using natural wood on all this stuff." Staff noted the applicant’s updated drawings include cementitious siding and that staff had omitted the siding restriction from the revised packet.
A commissioner raised a question about a site-plan note instructing the applicant not to encroach on the sewer right-of-way; staff advised that restating the note as an explicit condition was appropriate if the commission wanted to emphasize it. Another commissioner asked about newly included erosion-control and stormwater pollution-prevention (SWPPI) notes; staff said the property is not in the erosion-hazard overlay zone and that those details address construction-phase stormwater controls rather than land-use standards.
The commission’s motion to approve the Driftwood Lodge DDR revision was recorded in the meeting minutes; the vote was unanimous with commissioners Jennifer McCullough, Terry Kruschke, Chair Tom Keniston, Paul Zimmerman and Melissa Laborde voting yes. The motion recorded that the revision meets requirements of the village commercial zone and applicable architectural, landscaping and lighting standards, and that conditions from the prior approval would be carried forward except where modified in the current packet.
The applicant on record is David Howardson on behalf of owner Hans Dunsinger; Tony Brooksby appeared as the contractor. The staff report referenced review by Niall (staff report author) and noted an anticipated effective date for updated FEMA maps "maybe as early as next year."
