Fraser allocates $7,750 in county CDBG funds to four local nonprofits

Fraser City Council on Thursday approved distributing $7,750 in Community Development Block Grant (CDBG) funds to local nonprofits after hearing presentations from applicants.
During a public hearing, Turning Point senior director of residential services Rashandra Hegler described the organization's shelter services for people fleeing domestic violence and asked the council for $2,500 "to fund shelter meals, basic needs, crisis intervention, case management, child care, advocacy and support." Nicole King, executive director of Carehaus, said the Macomb County child-advocacy center provided 620 forensic interviews in 2024 and asked Fraser for $2,000 to support services for local families, noting in her presentation that "89¢ of every dollar that comes into Carehaus is specifically devoted to serving children and their families." Sherry Warnock of Interfaith Volunteer Caregivers outlined the Safe at Home program that helps low- to moderate-income seniors with chores, repairs and volunteer coordination and said the group expects to complete about 50 chores and repairs in Fraser with funding. Krista Carpenter of Hearts 4 Homes requested $1,000 for security-deposit and move-in assistance.
Councilmembers discussed county guidance and whether grants had to be made in $2,000 increments; staff and city counsel clarified that the county vetting process and allocation rules affect eligibility and distribution. With $7,750 available, Councilmember Shornack moved to allocate $2,500 to Turning Point, $2,000 to Carehaus, $2,250 to Interfaith Volunteer Caregivers and $1,000 to Hearts 4 Homes. The motion was seconded and passed by voice vote.
The funds are federal CDBG dollars that pass through Macomb County to the city; staff said the county vets eligible organizations and the city makes local allocations based on requests and available funds. The council asked organizations to leave printed information for residents and encouraged further outreach about available services.
The council acted on the allocation immediately after closing the hearing; the vote was recorded by voice, and the allocation decisions will be reflected in the city's financial records and CDBG submittals to the county.
