Fraser council approves ordinance updates, moratorium extension and manager raise

Fraser City Council took several procedural and policy actions during its Nov. 13 meeting, approving updates to ordinances and scheduling an organizational meeting while advancing personnel and planning matters.
The council voted to adopt amendments to the city's cross-connection (backflow prevention) ordinance to bring local code into alignment with state administrative rules. The ordinance update was presented by City Manager Levin and DPW staff and approved with no recorded opposition.
Council extended a 12-month moratorium on new car wash construction to allow a zoning ordinance update that will address noise, lighting, size and other development standards. The extension passed after a voice vote recorded in the minutes as six yes and one no; council members noted projects already in process would not be affected.
The council set a special organizational meeting for Monday, Nov. 17, at 7:00 p.m. to swear in new members and appoint a mayor pro tem.
After a closed session to consider a periodic personnel evaluation of the city manager under the Open Meetings Act, section 8(1)(a), the council voted to give the city manager a 2.5% salary increase effective 12 months after the previous raise. The motion to approve the raise was moved by Council Member Baranski and seconded by Mayor Pro Tem O'Dell and passed by voice vote.
The consent agenda and the meeting agenda were both approved earlier in the evening by unanimous voice votes.
