Harper Woods — The City Council voted to approve proposals from Johnson Controls to upgrade HVAC and lighting control systems at the Harper Woods Library, adopting a resolution that covers a combined cost of $32,280.
City staff told the council the library’s temperature control and lighting-control software are more than 20 years old and that the original installer is no longer in business. Staff presented three vendors for each system and recommended Johnson Controls as the lowest and best bidder for both HVAC and lighting controls.
A councilmember offered a resolution citing two Johnson Controls proposals dated 07/28/2025 (HVAC, $7,290) and 08/19/2025 (lighting panel, $24,990) for a total of $32,280 for library operations. The library director, identified in the meeting as Kelly Guimann, was present in the audience to answer questions.
One councilmember disclosed a potential appearance-of-conflict: she said her daughter’s fiancé works for Johnson Controls and offered to abstain if the council preferred. Council members concluded the relationship did not require recusal.
The resolution passed on a roll call vote with the seven listed council members recorded as voting yes. City staff said the library’s operating budget will cover the work and that a representative from the library would assist with oversight.
Implementation: city staff will coordinate with Johnson Controls and library leadership to schedule work; no competitive-bid waiver rationale beyond specialized work was noted in the meeting minutes.
