One councilor described common human‑resources practices and training responsibilities and argued against reworking the handbook without an official complaint.
After discussion, the motion to send the handbook back to HR failed by council vote (the meeting recorded the result as 3 in favor, 2 opposed). The council left the current handbook in place and will revisit only if formal employee complaints emerge or if HR advises further changes are needed.
What’s next: The existing handbook remains in effect. Council members and staff said they will monitor whether formal complaints arise and may revisit the handbook if state law or personnel needs change.
