Mount Clemens creates ad hoc committee to address homelessness and housing instability

Commissioner Calhoun moved to create the panel, saying the group would bring together city commissioners, staff members, individuals with lived experience, service providers and housing professionals to better understand local conditions, assess existing programs, and recommend strategies. “Homelessness and housing instability are complex challenges that affect residents, businesses, public spaces, and the overall well-being of our community,” a city staff summary said during the discussion.
Commissioners discussed membership and logistics: meeting frequency (monthly was suggested), whether to list a meeting time in the resolution and how informal ad hoc committees relate to the Open Meetings Act. Staff advised that such ad hoc bodies are generally more informal and not always subject to the Open Meetings Act posting rules, but commissioners agreed to keep a record of members in the minutes so the public knows who serves.
The resolution outlines the committee’s purpose, composition, duties and a temporary duration, with a directive to produce a written report and recommendations for the Commission’s consideration by 2026. Commissioners and staff will recruit service providers and community members and return with candidate lists and a meeting schedule.
