At a Mount Clemens City Commission work session (date not specified), city staff said the city received four responses to an earlier request for proposals seeking the sale and a highest‑and‑best‑use analysis of the city water‑plant property. "We actually went out for an RFP for the sale of the property, but also to include, like, a highest best use analysis," Mr. Shipman said, adding he would email the RFPs to commissioners for review.
Shipman told the commission the city owns the property but it lies in a neighboring township, and that township "has a lot of say in what's gonna happen with that property, which is gonna mean a lot to the developer as well." He said that detail makes the township a partner in any disposition.
Shipman said the responses received are the original submissions and that prices in such proposals are typically valid for 30 days. He recommended commissioners review the materials and meet in a future work session to decide whether to accept an existing proposal or reissue the RFP with revised terms. Commissioners asked for time to review and agreed the administration should circulate the materials.
Shipman suggested a target of reaching a consensus on direction by spring, and said staff would notify commissioners about the number of responses and propose an interview process if needed. No formal vote or sale decision was made at the session; the matter was left for further review and a future commission discussion.
