Commission creates fire-prevention bureau, adopts inspection fee schedule and amends marijuana hours

The Mount Clemens City Commission voted to create a Bureau of Fire Prevention inside the fire department, adopt a fee schedule to encourage faster compliance with life-safety codes, and amend city rules governing marijuana provisioning-center operating hours.
City staff said there is currently no fee structure for fire inspections, which has led to repeated reinspection burdens. Fire staff described a history of repeated reinspections at the same locations and said a fee schedule would create an incentive to resolve violations more quickly. The commission confirmed that the initial inspection and the first reinspection would remain free; fees apply to subsequent reinspections.
Separately, the commission reviewed a request from Sean Hosmey, owner of Bank of Buds (a Mount Clemens marijuana retail establishment), to change retail hours to 8 a.m.–10 p.m. Staff said surrounding communities show a range of hours (examples cited included Utica and Romeo). The ordinance also retains delivery allowances overnight: deliveries designated for consumption establishments are permitted between 9 p.m. and 1 a.m.
Commissioners asked staff to include a short explanatory addendum in the agenda packet to make clear why two otherwise unrelated items were presented together (publication cost efficiencies were cited as the reason by staff, but commissioners preferred clearer separation in the materials). The fee schedule and ordinance amendment were approved by roll call.
