The Mount Clemens City Commission on June 1 voted to advance an amendment to Ordinance 20.200 that would enable the creation of restricted residential permit-parking zones in the city.
City staff described the measure as a framework change: the amendment would add definitions and prohibitions, authorize the commission to designate restricted residential parking permit zones by subsequent resolution, and allow the city to set permit fees and fraud penalties. The ordinance includes a severability clause and a repealer clause to eliminate conflicting provisions.
City Attorney/administrator (as read into the record) emphasized this is 'step one.' The amendment was introduced on first reading; staff said the ordinance must be posted and follow a 10-day period after introduction and that a second reading will be scheduled at the next meeting. An exhibit (exhibit A) that will specify criteria, boundaries, and fee amounts was not included in the ordinance text presented and will be provided before further action.
Several commissioners welcomed the change as a response to persistent parking complaints from neighborhoods, with one noting the process is "20 years coming." Commissioners and staff said a work session or future meeting will lay out the nuts and bolts — including criteria for evaluating areas, fee levels, and enforcement procedures — before any signs are installed or permits issued.
