During the purchases and payments portion of the May 19 meeting, commissioners questioned why B and W (the usual provider) received the award despite a lower bid from another vendor. Staff said B and W historically supplied those services and that the price differences were modest in some line items.
A commissioner moved to amend the purchases-and-payments motion so that it would exclude all items except pressure-vessel testing; the amendment was seconded and the commission approved the amended motion by roll call. Commissioners Rick, York, Fournier and McGarity recorded affirmative votes during the roll call on the amended motion.
Discussion leading up to the vote focused on confirming which line items were included in the original invoices, whether a bid waiver had been used previously, and options to defer non-emergency purchases until more information could be provided to commissioners.
