City staff answer residents' questions on sidewalks, dog limits and river maintenance

At the May 19 meeting Speaker 4 read questions raised during the May 5 public-comment period and provided written responses on behalf of the city.
On sidewalks, Speaker 4 cited City of Mount Clemens ordinance 30.1 and said "Each property owner is responsible for the repair of hazardous sidewalks located adjacent to their property as indicated in the City Of Mount Clemens ordinance 30.1." Speaker 4 also said the Mount Clemens Foundation, which is "not affiliated with the City Of Mount Clemens," had paid for some resident sidewalk repairs in the past but staff and commissioners said they do not have a clear record of the Foundation's selection criteria or whether the Foundation is providing reimbursements this year.
Regarding animals, Speaker 4 said the city allows up to four dogs per household and that "Dogs may not be at large." A member of the public asked whether the maximum changes for temporary "dog watching" arrangements; Speaker 5 and Speaker 4 confirmed the four-dog limit still applies.
On river and tree maintenance, Speaker 4 said the city is not responsible for removal of trees along the Clinton River by Clinton River Drive and noted the U.S. Army Corps of Engineers cleans only waterways it considers navigable; that stretch is not considered navigable. Speaker 4 advised residents to contact Macomb County Public Works (telephone number read aloud in the transcript) for drainage or tree issues. The transcript also noted that Candice Miller has previously procured grant funding to remove debris in that area.
Speakers asked for clarification on whether the Foundation reimbursed residents directly or paid contractors; Speaker 4 said reimbursement to residents is believed to have been the practice but that records and formal criteria were not available in the meeting packet. Commissioners suggested having a representative from the Foundation speak to the commission to clarify past practice.
