Mount Clemens confirms recreation director, approves event and nonprofit licenses and votes to enter closed session

The Mount Clemens City Commission confirmed Carl Hay as the city’s recreation director, approved several permits and resolutions on the consent agenda, and voted to enter a closed session to receive legal advice on a pending case.
City manager staff presented Carl Hay’s appointment and recommended confirmation; staff noted Hay’s prior recreation experience and community ties and listed an annual salary of $60,000. Multiple commissioners and a public commenter praised Hay’s volunteer work and community presence. Nelson Jackson, who addressed the commission during public participation, said he was pleased with the commission’s unanimous support. The commission confirmed the appointment by roll-call vote.
On a separate motion, the commission approved a temporary marijuana event permit for RJB Enterprises LLC doing business as Pleasantries Cannabis Company to hold an event Saturday, June 7, 2025, from 10 a.m. to 9 p.m. City staff noted that the city’s marijuana business ordinance (section 15(a)) requires local approval of temporary marijuana events even when they occur on private property; Macomb County Sheriff’s Office representatives will have inspection rights during event hours and state approval is required.
The commission also adopted a local-governing-body resolution recognizing the Discovery Center (formerly the Macomb Children’s Hands-On Museum) as a nonprofit for the purpose of applying for a state charitable gaming (raffle) license to raise operating funds. Staff said the Discovery Center is located at 54 Cherry Street in Mount Clemens and has had IRS 501(c)(3) recognition since 2011.
Late in the meeting commissioners moved and voted by roll call to go into a closed session to discuss the attorney’s opinion regarding Mertens v. City of Mount Clemens; the chair said the matter involved privileged legal information and would be heard in closed session.
