- Whistleblower policy update and biannual hotline report (Agenda item D1): Motion to approve the policy update and receive and file the hotline report; motion seconded and carried 3-0 (Committee Member Rodriguez: Aye; Committee Member Starr: Yes; Chair McArthur: Yes). The committee asked staff to provide a nonconfidential outline of findings at the City Manager’s report next week and to add a 'closed' status column to future reports.
