BRA approves engineering services for COC recoating and ring-jet valve repairs at Moore Shepherd Dam

The Brazos River Authority board approved a professional services agreement to design repairs and recoating work for the controlled outlet conduit (COC) and a 78-inch ring-jet valve at Moore Shepherd Dam.
Blake Kettler, Chief Planning Officer, explained that a recent coatings inspection by VNA consultants found coating deficiencies throughout the conduit and weld cracks in the 78-inch ring-jet valve. Lockwood Andrews & Newnham’s site visit found additional cracking but recommended repairs could be completed in place without removing the valve from the facility. Kettler said the repairs and recoating are routine maintenance to protect the system and limit further corrosion; he emphasized that the findings do not pose a dam safety concern.
BRA negotiated a scope and fee with Simpson, Gumpertz & Heger (SGH) to evaluate the welds, prepare coating and spot-patching specifications designed for a minimum 20-year service life, and prepare bid and construction documents. The proposed professional-services total presented to the board was $662,400; the resolution authorized the General Manager/CEO to execute a contract for design and related services not to exceed $728,000, including a 10% contingency.
Directors asked about warranty and expected service life (staff said a typical workmanship warranty would be one to two years and the design aims for a 20-year coating life), access challenges in confined spaces, and whether the project should be performed in-house (staff replied that specialized access and workload made external contracting appropriate). The motion was made by Director Lattimore, seconded by Director Wilson, and passed unanimously.
