Noa Cove Marina seeks replacement of failing north-end bulkhead; commission finds plan consistent with harbor plan

Tim DeBartolomeo of Sound Engineering Associates described a bulkhead replacement at 48 Calf Pasture Beach Road to restore a failing 158-foot steel sheet pile wall at the north end of Noa Cove Marina. The work includes excavating behind the wall to create a stable slope, removing the old sheet piles, installing new sheet piles and anchors, and adding a transformer pad and underground electrical service raised above base flood elevation. A gravel boardwalk and stairs are proposed to improve access; the new wall will be installed at the existing top-of-wall elevation rather than raising the grade.
Commissioners asked about sediment and turbidity controls. DeBartolomeo said the plans show a turbidity curtain along the work area, silt fence upland, and phasing in roughly 50-foot sections so excavation is staged rather than all at once. He said the work received a DEEP Certificate of Permission and that the contractor already ordered steel; construction is planned for late winter (February–March) to avoid peak boating season.
Commissioners moved and seconded a finding of consistency with the harbor management plan subject to standard construction-concern language; one commissioner recused from the vote and the motion passed.
