The council authorized a $500,000 state grant application to support Magic Meadows, a 12-unit infill project by Habitat for Humanity and Magic City Enterprises; council reduced an initial $1 million ask to $500,000 after updated contractor estimates.
The Cheyenne City Council on Jan. 26 authorized submission of a state unmet-housing grant application for Magic Meadows, a proposed infill housing project that would produce 12 units in partnership between Habitat for Humanity of Laramie County and Magic City Enterprises.
Dan Dorsch of Habitat for Humanity described the project as an efficient use of a 0.4-acre infill lot that could yield 12 units while leveraging cottage-lot allowances in the city’s code. Dorsch told the council the organization had initially estimated $1 million for infrastructure in the application but revised the number after receiving contractor estimates; the council adopted an amendment reducing the city’s grant request to $500,000.
Shay Sparks, COO of Magic City Enterprises, explained Magic City’s role serving people with developmental disabilities and said the project would help create affordable rental and ownership opportunities for that population. Councilmembers asked about timelines, contingencies and the potential for an MOU similar to one used for the Pronghorn Crossing project; Habitat staff said the $500,000 request includes a $100,000 contingency and that the group aims to begin infrastructure work in October with occupancy targeted for 2027.
The council adopted the amended resolution authorizing the grant application by voice vote. If the grant is awarded, staff and partners said they expect to finalize an agreement spelling out bid and funding responsibilities.
Ending: Council authorized filing the $500,000 application; next steps include finalizing the application, coordinating an MOU if necessary, and returning to council with award details and any required local match arrangements.
