The New Orleans City Council approved a zoning change requested by the Jane Place Neighborhood Sustainability Initiative that rezones five parcels on Jane Alley from two‑family residential to historic urban mixed use (HUMU). City Planning staff said the project would place a 3,600‑square‑foot administrative office on the ground floor with three one‑bedroom apartments above, and that the site is close to Broad Street amenities and hospitals.
Paul Kramer, representing Jane Place, described the organization as a community land trust providing permanently affordable housing and highlighted before‑and‑after renovations. Lucinda Flowers (former city planner) and Veronica Reed (Jane Place) said on‑site management improves resident engagement and property maintenance. Councilmember Harris moved the measure; the council voted 7‑0 for approval.
The zoning change will allow Jane Place to locate its management office within walking distance of most of its units, the group said, and they characterized the work as permanently affordable housing managed by a nonprofit land trust. Councilmembers praised the group’s long‑term approach to affordable rentals and noted support from planning staff and neighbors.
