Council overturns historic‑preservation denial, allows two‑story addition with conditions

The Tempe City Council granted an appeal of the Historic Preservation Commission’s denial and approved a two‑story rear addition to a home at 913 South Maple Avenue, known in materials as the McGinnis or Bridal residence.

Appellant Jared Lineberger, representing the homeowner, said the design preserves the front house and moves most of the two‑story mass well back from the street: "We're just asking you guys to consider us to be able to add a second story and give us a certain appropriateness for what we're trying to do here," he told the council during the presentation.

Neighbors and members of the Maple Ash neighborhood testified in support of the revised plan, saying it preserves the primary historic structure and the mature landscape. Joan Bahamonde, identified as a Maple Ash Neighborhood Association elected member, characterized the revisions as a "reasonable and respectful balance between preservation and the evolving needs of residents." Erica Kramer, the homeowner, told the council she is trying to protect the original house and landscape while gaining needed living space.

Councilmembers debated the applicable preservation standards and confirmed that the applicant had attempted National Register listing and had been told the house did not meet national‑register criteria. Councilmember Chin and others noted the property’s small existing livable area (approximately 570 square feet) and the applicant’s stated lot size (~7,000 sq. ft.).

The city attorney recommended that the council’s approval include a stipulation preserving the original finishes on the historic portion of the home; Councilmember Adams moved to grant the appeal with that condition. The motion passed 7–0.

Next steps: Staff will record the council’s decision and the applicant must conform to the approved, revised plans and the stipulation to preserve original finishes.
