The Tempe City Council voted unanimously on Oct. 15 to adopt a zoning map amendment from CSS to MU4 for approximately 14 acres at 3400 South Mill Avenue (Danelle Plaza) and approved a development agreement intended to guide redevelopment.
Applicant representatives told the council they plan a mixed‑use project that adds residential capacity consistent with the Tempe General Plan (the developer clarified the site density matches the general plan’s 45 units per acre), preserves key cultural amenities and incorporates workforce/attainable housing, public open space and arts programming. Counsel for the applicant, Montiela Vaz of Gammage & Burnham PLC, said extensive community meetings are planned and that developers intend to retain longstanding businesses, specifically naming Yucca Tap Room.
Mayor and staff highlighted language in the signed development agreement underscoring commitments to retain the Yucca Tap Room, establish art wall canvases for murals, and include community input during planning phases. Multiple community speakers urged careful engagement; developers said neighborhood meetings and follow‑up collaboration will continue as project design advances.
The ordinance and associated development agreement passed 7–0.
