Dave Yard was noted as a council member who served on the plan committee and could present in the consultants' stead, but staff said they preferred HWC to provide professional presentation and answer planning questions directly.
Staff said the Planning Commission will recommend adoption and the commissioners expect a final adoption vote by March 2. Commissioners asked staff to seek a virtual presentation or lower travel fee and return with an updated contract amendment for approval.
