DeKalb County commissioners approved a revised employee wellness incentive structure for plan year 2026–27 that makes spouses eligible and changes incentive amounts.
Lauren from Apex presented enrollment and cost projections showing current annual wellness spend of $167,700 and three options for 2026–27. Commissioners discussed several alternatives, including a mid-point $37.50 employee option. Public commenters and department staff raised concerns about perceived cuts to employee incentives and urged clarity on how changes would affect premiums.
After debate, commissioners adopted a plan of $40 per pay for employees and $25 per pay for spouses; the motion passed 2–1. Apex clarified that separate spouse incentives were necessary for compliance with wellness rules for the coming plan year and that the new structure would increase incentives for some combined tiers (employee+spouse) while reducing per-pay amounts for employee-only tiers. Staff said they would provide forms and open-enrollment instructions so employees and spouses can complete qualifying activities for plan year 26–27.
