SFMTA previews updated Muni service equity strategy ahead of budget season

SFMTA service‑planning staff on Jan. 27 presented a preview of an update to the agency’s Muni service equity strategy that is timed to inform the upcoming budget. Jessica Garcia, service planning manager, described a two‑year update that uses nine equity neighborhoods and selected citywide accessibility routes to measure and prioritize investments intended to benefit transit‑dependent communities.
Garcia said the update will include a recap of recent transit improvements on equity routes, a comparison of performance for equity routes versus the rest of the system and budget recommendations based on projected funding. Metrics to be analyzed in the report include service delivery (scheduled vs. delivered), crowding, headway adherence and transit access to key destinations. The report will also recap new initiatives and a reconvened Muni equity working group that will help design a systemwide service evaluation framework.
Public comment on the item urged the agency to define equity in operational terms and to invest in culturally and linguistically appropriate outreach so that programs like Lifeline and reduced‑fare options are accessible. A representative of San Francisco Transit Riders said equity must “even the playing field” and called for simpler enrollment and multilingual outreach.
Directors asked how the data would translate into operational changes and how quickly staff could act on emerging service needs. Garcia said the strategy is intended to inform both cost‑neutral adjustments and budget‑driven expansions; staff plans to publish dashboards and use the equity working group as a sounding board. Staff also said paratransit and senior access routes are part of the equity lens and that the update will be brought back as part of the spring budget process.
What happens next: SFMTA will return with the full equity strategy for board review during the budget process this spring, including more detailed data, proposed budget tradeoffs and proposals for outreach and service implementation.
