SFMTA to add trips, tweak frequencies in August service change to cut crowding

The San Francisco Municipal Transportation Agency will implement fall-focused service changes Saturday, Aug. 30, staff told the board, aimed at reducing AM crowding on heavily used student and commuter routes while remaining cost-neutral.
Jessica Garcia, SFMTA service planning manager, said staff are using a layered set of schedule efficiencies — interlining, extending operator shifts and leveraging pullout trips — to add capacity without adding vehicles. The plan restores certain California Express (1X) trips cut earlier this year (7:15 and 7:45), adds an 08:15 AM trip to the 30X Marina Express, and shifts inbound peak frequency on the 49 Van Ness from six minutes to five between 07:30 and 08:15 to increase capacity.
"We're trying these layered service efficiencies in our schedule," Garcia said, explaining the agency will also try trolley coaches on some express segments using off-wire technology and make minor stop spacing changes (a new stop at Masonic and Oak for the Hays Parnassus routing) to improve reliability.
Directors asked how the changes remain cost-neutral. Garcia said the agency is maximizing time already in operator shifts and converting otherwise nonrevenue pullout trips into service, rather than reassigning buses from other routes. Directors also asked for a clear post-implementation evaluation; staff said they plan to measure operational effectiveness and rider impacts after rollout and to report results to the board.
The board did not vote on the presentation; staff said they will evaluate and return with findings and future service-change proposals.
