Fulton County Council adopts encumbrance resolution, approves equipment and transfers, hears department updates

At its Dec. 9 meeting the Fulton County Council approved a set of routine fiscal and departmental items, adopted an encumbrance resolution to carry selected 2025 appropriations into the 2026 budget year and heard a series of departmental updates.
The council unanimously adopted Resolution No. 12092025, the encumbrance resolution setting aside specific 2025 appropriations to be carried forward for the 2026 budget year. The chair read the resolution and cited Indiana Code §36-1-3-1 during the motion. The motion passed 5–0.
On the consent/finance side the council approved a last-minute appropriation of $1,872 from Fund 1152 (LEPC/Emergency Management) to replace batteries in three Lucas devices; the motion passed 5–0. The council also approved a transfer request from Fund 1189 (Recorder’s office) moving $3,153 from reservation services into extra help ($2,928) and benefits ($225) to cover a shortfall after an employee pay change.
Department updates included reports from county roads and emergency services. John (roads/maintenance staff) told the council crews were clearing drifted snow, that the county submitted a federal call-for-projects application for Bridal 170 to INDOT and that the county received a Community Crossings award; “Rick and I went down to Delphi today and received our check from, governor Braun,” John said. He said bids for those projects open Monday at the commissioners’ meeting.
Amy reported the warming center is open and has a newly hired facility coordinator, but transportation remains a major challenge and several people in need did not reach the warming center because of weather. Greg, who provided the 911 update, said three new trainees are in training and that the fire dispatch rollout is planned for February with priority-dispatch testing in January.
Several routine motions and approvals were handled during the meeting, and the council adjourned with holiday wishes. No major policy or budgetary commitments beyond the encumbrance resolution and the specific appropriations were made.
