Sen. Brad Starnes introduced Senate Bill 26, RS 2859, the Secure and Protect Initiative Bill, which would provide civil-liability immunity for gun shop owners who voluntarily offer temporary off-site storage of firearms to owners worried about mental health or suicidal ideation.
Starnes said the program would be voluntary for both owners and shops and would not impose waiting periods or restrictions on an owner's ability to retrieve firearms. "It would be a simple straightforward civil liability immunity bill," he said, adding that the measure is intended to help prevent suicides. He also described the proposal as personal: "my son died due to suicide with a firearm," Starnes told the committee.
Sen. Faust Goudeau asked for clarification on what types of firearms the proposal would cover and whether storing weapons off-site could create safety concerns. Starnes said those choices would remain with the individual owner and that the bill is not intended to infringe on rights while providing an option for those concerned about safety.
The bill was introduced without recorded objections; the committee took no vote on the measure during this meeting. The chair moved on to other introductions and scheduled additional hearings for the coming days.
