Planning commission approves minutes and retains current leadership; staff reports large-lot industrial site record submitted to state

At the close of its meeting the City of Madras Planning Commission handled routine business and heard an update on a large-lot industrial project record.
The commission voted unanimously to approve minutes for Sept. 4, Oct. 9 and Oct. 23, 2024. Commissioners then agreed by unanimous voice vote to keep Melissa Urban as chair and the current vice chair (referred to as Ashlyn) in place for the coming year.
In other business, staff reported that the City Council approved Site 9 of a large-lot industrial project and submitted a more-than 3,000-page record to the Oregon Department of Land Conservation and Development (DLCD) on Jan. 7. The decision is in a 21-day appeal window; staff said if no local appeals are filed the DLCD staff will review and has 120 days to decide whether to refer the matter to the Land Conservation and Development Commission (LCDC). Staff said they expect a substantial chance of appeal but that the administrative record is thorough.
