Madras adopts South Madras plan after food pantry urges quick action

Madras — The Madras City Council voted unanimously Jan. 14 to adopt Ordinance 991, amending the city Transportation System Plan to include the South Madras Concept Area Refinement Plan.
Kathy May, executive director of the Madras Community Food Pantry, told council the pantry needs the plan adopted quickly so Jefferson County can complete a building purchase that would let the pantry expand and apply for a Community Development Block Grant. "We need this area to be removed from the transportation plan so that we can, in the spring, probably apply for a CDBG grant to add on to this," May said during public comment.
Councilors discussed why the ordinance returned to the agenda in January when the proposed amendments were provided in October; planning staff cited workload and prioritization of other projects as reasons for the delay. After brief discussion, Councilor Seabold moved to read the ordinance by title only and then moved to adopt it. The ordinance passed on a roll call vote with each councilor recorded as "Aye." The motion passed unanimously.
Why it matters: adopting the South Madras refinement plan clears a planning barrier the food pantry's board and Jefferson County identified as necessary for a pending property acquisition and to pursue federal CDBG funds.
