Knox County officials seek temporary authority to fill budget‑committee vacancies; committee schedules work session

Representative Bill Plucker presented LD 2158, which would permit Knox County commissioners to appoint qualified municipal nominees to fill budget‑committee vacancies temporarily while the county amends its charter. Plucker said the November election left five seats unfilled and produced a legal deadlock that prevented the county from adopting a 2026 budget.

Multiple witnesses—county commissioners, the sheriff, municipal officials and local residents—testified in support. Morgan Hind, a county commissioner, told the committee the county sought only to have enough members appointed to establish a quorum so that the committee can resume normal budget operations; she said commissioners would prefer to appoint a minimal number (one) to reconstitute the body and allow members to vote in the remaining seats. Sheriff Patrick Polke and representatives of the corrections union described operational and public-safety consequences of failing to pass a budget, including service reductions and layoffs.

Committee members requested comparisons with vacancy‑filling statutes for non‑charter counties and asked county officials for maps and lists of nominees and whether nominees had recent county employment. The committee scheduled a work session to follow up and asked analysts to provide statutory comparisons and other materials.
