Committee unanimously backs compromise to streamline state recruitment and retention review

Deputy Commissioner Anya Trundy described a negotiated amendment to LD 17 44 that restructures the recruitment-and-retention process used when state departments cite hard-to-fill positions. The amendment creates a preliminary review by the state human-resources officer to screen requests and avoid formation of committees where no practical remedy exists (for example, positions frozen for lack of federal funding).

If the preliminary review indicates a committee is appropriate, a recruitment and retention committee would form to analyze market conditions and recommend remedies such as stipends. The amendment prioritizes use of salary savings inside departments where possible and establishes sequential steps to resolve compression and other secondary issues. If the committee recommends remedies that require additional appropriations, MainePERS or the legislature would consider funding in the next budget cycle; arbitration is available to resolve disputes over recommended stipends.

Tom Feeley, general counsel for MSEA, said the parties negotiated in good faith and that the amendment clarifies dates and timelines; he described the result as a workable, detailed process. Representative Rollins and other committee members praised the cross‑stakeholder work. Representative Salisbury moved the committee report 'ought to pass as amended'; the motion was seconded and the roll call was unanimous (ten members present), and the committee reported the bill out with the agreed amendment.

Next steps: The committee will transmit the amended bill and fiscal analysis as appropriate for further legislative consideration.
