Cibolo staff outlines FY25 annual report and readies council for March 28 strategic workshop

Cibolo — Staff presented the city’s fiscal 2025 annual report and a proposed FY26–27 strategic plan update at the Jan. 27 council meeting and asked the council to provide feedback ahead of a strategic management workshop scheduled for March 28.
Mr. Reed, presenting the annual report and plan progress, said the council’s strategic journey began in 2022 and that the city now has a vision and six core strategies to guide investment. "Cibolo is a community proud of our historic roots, responsive to residents, and innovating for the future," Reed said, summarizing the stated vision. Reed noted the plan tracks actions and performance measures (lead and lag indicators) and proposed pre-work and an environmental scan for the March 28 workshop.
Councilmembers praised the visual presentation but urged staff to translate accomplishments into public-facing communications so residents can see what tax dollars produce. One councilmember suggested using lead measures to show incremental progress and celebrate wins even when final outcomes remain pending. Staff committed to preparing workshop exercises in February and bringing a final plan back to council for adoption.
The council confirmed March 28 as the date for the strategic management workshop; Reed said staff will provide pre-work and an exercise in advance to make the workshop productive.
