The Zoning Board of Adjustment on Aug. 8 approved a variance to allow crushed asphalt millings as the surface material for drive aisles and vehicle-display areas for a heavy-construction equipment dealer on an undeveloped parcel north of East Small Drive and west of Dakota Craft Drive.
Staff told the board the property is zoned Light Industrial and that heavy equipment displays would damage concrete or asphalt surfaces; staff recommended approval on the grounds that the industrial land use and the anticipated heavy equipment created a special circumstance. Staff also recommended that an annual dust-palliative be applied to the display/circulation areas to mitigate dust and tracking into the public right of way.
Commissioners noted hewing to prior decisions in industrial areas and contrasted those with commercial locations where hard surfaces have been required. Karen moved to approve the variance and Mike Quasney seconded; both the motion maker and the seconder incorporated the dust-palliative stipulation into the approval. The variance passed by voice vote.
Next steps: Staff will record the dust-palliative stipulation in the permit file and monitor compliance during annual inspections.
