Committee forwards FY2025 omnibus budget amendment to council after one-time adjustments

Key items included funds for storm cleanup related to a July windstorm, an additional $54,198 for ladder-truck repairs, rollovers of capital projects not encumbered before June 30, and a $77,000 grant entry and expenditure for street lights in the capital improvement fund. There was also a Central TIF adjustment for landscaping at the Boneyard Creek.
Staff said the general-fund net change in the amendment is modest and consists primarily of one-time costs (about $66,000 total in the general fund), and that recurring expenditures remain constrained. Council asked for clearer presentation of the amendment’s impact on ending balances and how much of the reported reserved amounts are earmarked for future CIP transfers; staff pointed the committee to the amendment exhibit that shows prior vs. revised budget lines and agreed to provide a clearer reconciliation in future packets.
Motion and outcome: Councilmember Mary Alice moved, and JF seconded, to forward ordinance 2024-09-031 (budget amendment #1 omnibus) to City Council with a recommendation for approval. A roll-call vote recorded unanimous consent among members present and the item will proceed to City Council.
Next steps: staff will include the amendment in the City Council packet and provide a clearer reconciliation of the general-fund ending balance and earmarked reserves in supplemental materials.
