Urbana Council approves AFSCME contract, liquor-license increase and interfund loan; appoints preservation commissioner

The Urbana City Council on Sept. 16 voted to approve three resolutions and a mayoral appointment.
The council approved Resolution 2024-09-060R, ratifying a collective bargaining agreement with the American Federation of State, County, and Municipal Employees (AFSCME), Council 31, Local 1331. The Committee of the Whole moved the resolution; the clerk called the roll and members recorded affirmative votes, and the chair stated, “That motion passes.”
Council then approved Resolution 2024-09-062R to increase the number of Class R and T-1 liquor licenses for Cochran and Heller, doing business as Black Dog Smoke & Ale House at 201 North Broadway Avenue. The motion was moved by James and seconded by Mary Alice; council discussed confirming operational hours and the clerk conducted a roll-call vote that approved the measure.
Next, the council approved Resolution 2024-09-061R, authorizing an interfund loan from the retained risk fund to the motor fuel tax fund. Mayor Diane Wolf Marlin then moved to appoint Catherine Holiday to the Historic Preservation Commission to fill the ETJ seat for a term ending June 30, 2027. The appointment was seconded and approved by roll call. The mayor noted Holiday is a professor of historic preservation and American architectural history at the University of Illinois.
