Commission approves ImageTrend software for emergency services, allocates startup and annual support costs

Emergency management director Phillips described the county's need for consolidated incident and inspection reporting and proposed ImageTrend as a one‑stop system for fire, EMS and inspection reporting.
Phillips said ImageTrend would centralize reports now kept in separate places (Jotform, OnBase and other systems), enable mobile entry from phones and tablets, maintain HIPAA‑compliant patient records, and speed grant reporting by standardizing incident data used in statewide reporting. "This should bring everything to one central location," Phillips said.
Pricing Phillips presented included roughly $9,500 in startup costs and about $4,300 per year for updates and technical support. Phillips noted some integrations (for GIS layers and hydrant mapping) could leverage existing county data and that some state EMS data access policies may restrict shared access with other agencies.
Commissioners discussed funding options, how many departments would use the system, and whether costs could be covered by matching funds or future budget adjustments. Commissioner Kagan moved to accept the proposal; a second was recorded and commissioners voted in favor.
Phillips said he would scan and file the contract documents and coordinate implementation with county IT. The approval includes an initial budget commitment for the startup fee and an annual subscription line to be added to future budgets.
