Trustees postpone renewal of park‑use agreements with City of Cypress after public concerns

The Cypress School District Board on Dec. 11 postponed consideration of amended and restated agreements with the City of Cypress that would formalize the city’s use and maintenance responsibilities for three parks adjacent to district schools — Damron Park, Vessels Park and Rosen/Acacia Park.

Staff described the proposed renewals as updates to agreements dating back to 1971 and 1995. According to staff, the new drafts include more robust liability, indemnification and insurance language, specific maintenance expectations for the city, provisions to notify the district of park plans, and the district’s ability to reserve park use during school hours with appropriate notice.

Trustees pressed staff for a redline comparison with the original agreements so members could see what changed. Trustee Perique and others said the board had earlier provided direction to counsel and staff to negotiate updates but requested clearer documentation of substantive edits before taking action. Legal counsel summarized the contract differences and noted additional language around liability and insurance.

Public commenter George Pardon urged the board to delay approval and to open conversations with the city because he believes the district may be owed $1,382,290 in overpaid park fees by a developer related to the old district headquarters property; he asked the board to postpone the agreements to allow the district to pursue that matter with city leadership. Board members agreed additional city‑district discussion was appropriate and moved to postpone the item; staff will coordinate with the city to set timing for follow‑up and any workshop.

The postponement leaves the current draft agreements pending; staff said they would work with legal counsel and city staff to assemble the additional information trustees requested, including a redline comparison and any clarifying fiscal background.
