Lee Howell presented a request on behalf of Brynn Construction to alter Saturday work hours for the new library project from a 9:00 a.m. start to 8:00 a.m. Howell said there have been no complaints about noise or light from neighbors and that the earlier start would permit work during cooler hours. "We've had absolutely zero complaints on the construction site from the very beginning," Howell said, and added that early pours had already been coordinated to minimize neighborhood impacts.
Council members asked how long the earlier hours would be allowed; Howell said Brynn asked to leave the change open indefinitely but would adjust when daylight and safety required. Council asked whether the company had any enforcement or code issues; staff answered none were on record. Council Member Brack moved to approve the request; the motion was seconded and carried.
Outcome: Motion approved; staff will continue to monitor complaints and school-traffic impacts as the schedule is implemented.
