Staff summarized updates to the program manual, including clarified artist selection criteria, a 45-day advertising timeline for calls, the addition of scoring criteria used in selection calls, and eligibility clarifications for the Martin Murals program (not for private homes). "Key updates include reorganization of the manual itself to follow a full process from start to finish of how a public art project goes," the presenter said.
During the budget review, committee members identified a cell that made the 2027 ending balance appear to be negative. Staff proposed moving the Hoke Library capital project to 2028 and noted it is an estimate; they also said past-year rollovers typically reduce actual yearly spending. "So we'll make that adjustment and give you the update next meeting," staff told the committee. The committee moved and unanimously approved the revised manual and the corrected budget spreadsheet.
Members also received project updates: a completed installation of the Maureen Field mosaic (dedication delayed until parking and construction issues are addressed); Nate’s mural for Hope Sound Library slated to begin next month; bookbenches being finished (CNC and printed elements); and murals at Sailfish Splash Waterpark that were overpainted during stucco repairs and will need future refresh work.
Staff previewed Arts Fest activities for next weekend, including a print station featuring four wildlife mosaics by Jessica Liddell at Hal Padayogi Park, giveaways and a raffle for a 3D-printed planter, and show hours (Saturday 10 a.m.–6 p.m., Sunday 10 a.m.–4 p.m.).
On a separate agenda item, staff reported on potential sites for Gary Gresco's "Silent Sounds of Service" sculpture at Palm City Firehouse. The fire chief favored Station 21; the committee discussed sight lines, ADA access, and not placing the piece too close to the 9/11 memorial. Staff will consult Commissioner Campey before final placement.
The committee asked staff to fix the budget spreadsheet cell, move Hoke Library to 2028 in the capital plan, and return with updates at the next meeting.
