The board approved special meeting minutes for July dates and the regular July 17, 2024 minutes, then moved and approved consent‑agenda items 8a through 8f as listed on the July 31 agenda. The chair noted a $1,255,000 funding item for cooperative work between Cooperative Extension and the Woods Hole institution included among consent items.
Commissioners also heard federal appropriations updates: a commissioner reported the Senate appropriations committee approved a $3,000,000 line item to support PFAS remediation at the regional municipal fire training area, and the House appropriations committee included $1,000,000 from Rep. Keating for Children's Cove. Speakers cautioned that these are early committee steps and that final funding depends on the full appropriations process and subsequent grant agreements.
Separately, staff said Barnstable County submitted a Project Evaluation Form to the Clean Water Trust for an $11,000,000 PFAS loan (filed July 26) and that the $13,000,000 Aqua Fund application is now with bond counsel; DEP will publish a draft intended‑use plan in December that will indicate preliminary eligibility for Clean Water Trust loans. Commissioners noted federal appropriations could reduce borrowing needs if appropriations are finalized.
