Senate substitute for Bill 1266, which requires fair-rent commissions to post bylaws and hold open hearings, was presented and passed on the Senate floor May 21. Senator Marks moved acceptance of the Joint Committee's favorable report, saying "this bill does exactly what the title of the bill says." The sponsor noted unanimous committee approval and urged colleagues to support the measure. After limited debate, an immediate roll-call vote was ordered and the Clerk announced passage.
